Complete bidding process and procedures

I. Preparations for Bidders

1. Project Establishment

(1) The main contents of submitting project proposals are: the necessity of proposing investment projects, the preliminary assumption of the proposed scale and location of construction, the preliminary analysis of resources, construction conditions, collaboration relations, the assumption of investment estimation and fund raising, and the preliminary evaluation of the economic and social benefits of the overall project schedule.

(2) Pre-feasibility study, feasibility study report and submission of the main contents are: national and local policies, existing construction conditions and construction needs of units; feasibility and necessity of project implementation; market development prospects; technical feasibility; feasibility of financial analysis; benefit analysis (economic, social, environmental), etc.

2. Construction project submission

The tenderer shall register with the construction administrative department of the Engineering Trading Center for the construction of the project with approval documents such as project approval.

3. Bidding Qualifications of Construction Units

(1) Having business premises and corresponding funds engaged in bidding agency business

(2) Have the corresponding professional strength to compile tender documents and organize bid evaluation.

(3) If the bidder is not qualified to organize the bidding by himself, the bidder has the right to choose the bidding agency by himself and entrust it to handle the bidding matters. No unit or individual may designate a tendering agency for the tenderer in any way.

4. Transaction Certificate Processing

The tenderer carries out the transaction registration in the engineering trading center with the registration form for construction application.

2. Prequalification and Bidding Documents

1. Preparing Prequalification Documents

Contents of pre-qualification documents: letter of application for pre-qualification, identity certificate of legal representative, power of attorney, basic information form of applicant, financial status form in recent years, similar projects completed in recent years, projects under construction and newly accepted, lawsuits and arbitration in recent years, and other materials.

2. Preparing Bidding Documents

(1) Content of tender documents



Tender announcement, invitation to bid, bidder's instructions, bid evaluation methods, contract terms and formats, bill of quantities, drawings, technical standards and requirements, bidding document format.

(2) matters needing attention in compiling bidding documents

(1) Clear document number, project name and nature;

(2) Requirements for the qualifications of bidders;

(3) the time of issuance of documents;

(4) The manner, place and deadline for submitting tender documents. The tender documents should specify the submission method of the tender documents, whether they can be mailed or telexed. Where and when should tender documents be submitted?

3. Requirements for preparation of tender documents

Contents include: Tender Letter and Appendix to Tender Letter, Statutory Representative's Identity Certificate or Authorization Letter, Tender Guarantee, Priced Quantity Clearing, Construction Organization and Design, Project Management Agency, Other Materials, Qualification Examination Information.

(1) Language of bidding;

(2) Composition of bidding documents;

Binding of tender documents;

(4) The form and signature of bidding documents;

(5) Bidding quotation;

4. Validity Period of Bidding

The bid invitation documents shall specify the validity period of the bid according to the conditions of the project, and shall not be too long or too short. In the case of special circumstances, that is, the tender cannot be calibrated after the opening of the tender due to various reasons, the executing agency and the purchaser must request the bidder to extend the validity period before the expiration date of the original tender. Such requests and responses must be submitted in writing. Bidders may refuse such requests from the executing agencies and their margins will not be confiscated.

5. Sealed submission of tender documents

The bidder shall seal and submit the bidding documents in accordance with the requirements of the bidding documents. For example, sometimes the executing agency requires bidders to seal all documents including "price document", "technical and service document", "business and qualification certificate document" together, and sometimes submit them separately according to the need. This depends on the actual situation, but it must be clear in the bidding documents.

(2) The bidder shall ensure that the seal is intact and sealed with the seal of the bidder's unit and the seal of the legal person's representative so as to inspect the sealing of the documents before opening the tender.

Those in the following circumstances shall be disposed of as scrapping standards:

(1) The delivery time of bidding documents has exceeded the stipulated deadline for bidding (fairness and impartiality);

(2) Bidding documents are not bound or sealed as required;

(3) The official seal of the bidder, the seal of the legal representative and the authorized representative are not affixed, and the authorization letter of the legal representative is not provided;

(4) Failure to submit tender deposit or insufficient amount of tender deposit, and inconsistency between the form of tender deposit and the deposit, remittance bank and the opening bank of the bidder;

(5) The validity period of tender is insufficient;

(5) Incomplete qualification documents;

(1) Bidding beyond the scope of business;

(1) The bidding goods are not manufactured by the bidders themselves and the manufacturer's authorization and certification documents are not provided;

(1) When joint bidding is adopted, no proof of the obligations of the joint parties is provided;

(2) Publishing tender announcements that do not meet the main parameters of technical specifications and exceed the deviation range.

3. Publishing the Notice of Prequalification

1. Pre-qualification announcement includes bidding conditions, project profile and scope, pre-qualification, submission of bidding documents, acquisition of bidding documents, requirements of bidders'qualification, etc.

2. Publishing media issue tender announcements on the website of Engineering Trading center. The media published are China Daily, China Economic Report, China Construction Daily and China Purchasing and Tendering Network. The effective time of the tender announcement in the media or website is 5 working days.
